In Order to perform a clean install of PF 9.0, I had to add the following (empty) files to the root of my site:
config.php
config_temp.php
.htacess

And set permissions of these files to 777.

Should not these files be included in the setup pack?

Files are created during installation.

If they exist, they are overwritten with new versions, if the do not exist, they are not created.

Yes overwritten is a must since they place the info a new setup require. But they really should be created for you if not existing. In all our environments they are. Perhaps you just need root dir write access during install in your environment.
