2 different times show on my site

I use a time offset of +13 to correctly display current local date & time on my site. I'm in UTC zone +8 (Perth Aust) and my site server is -5 (somewhere in North America). However I've just noticed whenever I edit any content such as add news or add photos, the time stamp shows as local time plus 1 hour. It is now about 9:33am locally here but any new articles etc would show a posting time of 10:33am. Possibly something to do with daylight saving in server's time zone which is not reflected in fusion scripts? Any ideas how to fix?
