I have, during installation PHPFusion 9.0 Stable, an error occurs, see photos. I did a change to the file, ..\locale\Russian\global.php
I replaced LC_MESSAGES on the LC_ALL
Then, I reloaded the page, and the error disappeared. I got a message in English:

There was an error while processing your request
Your user password and admin password must be different.

I continued the installation and everything went well.
Simply, for the information of new users, if someone receives such an error. I was helped by such a method.
