First off, take it easy with the caps & the head lines and place them in the correct forum, i really dont think to many want this to be an feature request ! / post moved.

So what is exactly missing?, the panel looks fine, be more specific.

locales are missing it seems.
any modifications to the system or the panel? do you use the default locales? did you try to add a multilanguage mod or something like this?

no to all your questions actually

i downloaded the core files from here
installed them to upgrade to current version

locales are there as i can see them
i never downloaded any mods of did anything to any of the files

i suppose you would say this is the most basic install around here i guess.

Just uploaded files and GO ;)

Strange error indeed. It seems like missing locales, but that's not very likely IMO - pretty sure this panel uses all it's locale from the /locale/English/global.php. If that was missing, it would inflect also other panels.

Anyway, double check the locale. Download /locale/English/global.php and see if it has these locale fields in it:

// Sidebar & Other Titles
$locale['020'] = "Forum Threads";
$locale['021'] = "Newest Threads";
$locale['022'] = "Hottest Threads";
$locale['023'] = "Latest Articles";
$locale['024'] = "Welcome";
$locale['025'] = "Latest Active Forum Threads";
$locale['026'] = "My Recent Threads";
$locale['027'] = "My Recent Posts";
$locale['028'] = "New Posts";
// Forum List Texts
$locale['030'] = "Forum";
$locale['031'] = "Thread";
$locale['032'] = "Views";
$locale['033'] = "Replies";
$locale['034'] = "Last Post";
$locale['035'] = "Subject";
$locale['036'] = "Posted";
$locale['037'] = "You have not started any forum threads yet.";
$locale['038'] = "You have not posted any forum messages yet.";
$locale['039'] = "There are %u new posts since your last visit.";

If this still don't fix it, PM me FTP and admin access, and I'll take a look.
