ok so my site is growing pretty quickly and now i need people to write news on my site. is there a feature i could use to name these people as "news anchors" rather than Admins? because i dont want 15 admins on my site, i would want them to be distinguished as news anchors.

Use a ranking system (like ours :P )
You can find one on Open Beta.

I believe you can change it here: (please correct me if i'm wrong)
open locale/YOUR Language/global.php and find:
// Standard User Levels
$locale['user0'] = "Public";
$locale['user1'] = "Member";
$locale['user2'] = "Administrator";
$locale['user3'] = "Super Administrator";

I believe you can change administrator to whatever you would like it to be.

maybe this sounds like a stupid question but would it work if i added

$locale['user4'] = "News Man";

to that list? and then a new category, newsman, would appear?

Best is what adicrst said.
Open a group and add those members who should create news and let only them submit news.
