Users can't change skin

I've got a problem with user fields. I enabled changing skin for users in user fields panel, but the option to change skin still doesn't appear for common users. Is it to change elsewhere? Maybe fusionboard4 has something to do with it? I uninstalled it and reloaded original phpfusion 7 files, but with no effect.

Admin Panel --> User Admin --> User Fields. Be sure "Allows users to choose their theme" is enabled.

The problem is that it IS enabled. I disabled it and enabled again some times, but with no effect.

delete cookies and try again, works for me on a site where i have that problem

Didn't work. I deleted database using sqlManager and uploaded again and it didn't help either. I can change themes (as a superadmin), but common users can't.
