i want to change the title "Administration" to "Staff" and "Super Administration" to "Admin"

can i do that just from the Local? or do i have to edit every file wtih the word?

To answer Qwertz question:

Yes, they are in the locale files/
locale/ yourlanguage / global.php

Change the names there and it changes them for the entire site.
