Not showing letters..?

Hello,
i have one problem , when i want to post news in cirillic they don't show at all or show this : жгтпж,
also the same problem when i try to post in shoutbox.
I have instaled bulgarian locale in my locale folder on my site and i don't know what is wrong,please if you can sudgest how to fix this i 'll be very appresiated.
