I'm interested in taking an existing Fusion theme and changing the navigation structure

Link 1A | Link 1B | Link 1C | Link 1D

Link 1 | [Link 2] | Link 3 | Link 4
Link 2A | Link 2B | Link 3B | Link 4B

etc. Does that make sense? How would I Go about finding information on making this change?
