I want to add new administrator, site admin and moderator but i can't.
How i must do it.

slaughter i want add moderator. There are administrator, site admin. But there isn't moderator

Create a user group called "Moderators", then add whichever members you want to it.
In forum admin edit the forum and add the group as moderator
