I would like to rename the Navigation panel, how is this achieved please

What do you mean by rename? If you want to change the language, it is in Locale folder of your site.. You also can change it in Admin Panel--->System Admin--->Site Link. Edit them one by one... :)

Can you tell us exactly what you want to change? Is it just the "link names" in the navigation you want to change; like the "Home", "Downloads", "Links", etc.?

Administration >> System admin >> Panels - rename it
(it will be changed on the site too, not only in the admin)

It depends on what he want to change. In Administration >> System admin >> Panels you only change the "Navigation" to something else, like "Menu" and so on.

In Administration >> System admin >> Site links - he can change the "Home", "Downloads", "Forum", etc.
