how do you make forum categories collapsable

I can't seem to find any coding or anything on how to make the forum categories collapsable?
This would make the forum smaller and just show the forum categories and a member could pick the forum they would like to do to.
This also brings up another point, once a post is made, is there notification of a new post for a member once they login?
