The best way i think, is create an admin with no rights and add a link in the user info panel for seeying only administrators so the members dont see the link and they cant submit.
Just like Bigfoot said you can make certain members admins with rights to news and submissions admin.
Also using the User Groups you can make for all people who can submit news etc.

I have made certain staff admins with only publish rights. Are you saying I would need to do this for all staff?
I was hoping to aloocate publish rights to the group 'staff' - now I am thinking that isnt how it works?
