login by administrator gives error

Hi
When my administrator logs in, he gets a corrupted site and an error-message:
administration/phpinfo.php
Use of undefined constant COOKIE_PREFIX - assumed 'COOKIE_PREFIX' Line: 45
What can I do to fix this?
The login of the superadministrator and members works fine.

I've added the linde define("COOKIE_PREFIX", etc in the config.php. The error is gone, but the site still looks distorted: the news-section is gone and the rightpanels appear beneath the leftpanels on the left. Please help.
