One bad SEO tag from Russia

Hello, i'm young web- and graphic designer from Russia. And i'm sorry for bad English.
Problem:
http://www.ask.spb.ru/index.php - go to footer, Sir, and you see "PekomeHDyeM nocMoTPeTb"?
This text in H1, this is bad! H1 one time on page, but not 2.
How i can delete <h1> from "PekomeHDyeM nocMoTPeTb"?
Only mySQL?
Because i'm see much more php files in engine and find none, only photogallery.php. :)

Hey yo!:) Thanks, but i dont can leave this field empty. There has to be the text, but no in h1. In <p>, or <span> with style like h1.
