Why i have errors with some german "Umlaute"

On my site i have some errors with german "Umlaute" like Ä / Ö / Ü ect. Im wondering that is not permanent and only in some news and texts. I use Tiny MCE Editor to write News but in some panels i get "Umlaut" Errors.

curios - when i click "read more" so is see the text corect - only in the panels i think is a error.

Several place to check.

1.MYSQL field encoding should be utf-8 general ci.
2. File must be encoded in utf-8
3. Header.php like this:


<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01//EN" "http://www.w3.org/TR/html4/strict.dtd">
<meta http-equiv="content-type" content="text/html; charset=utf-8" />


The file must be saved as UTF-8 encoded, (whichever file is being played here).

ok i understand files must be in utf8 but with files i have to check now?
i checked my database und all is on utf8 see screen

Change to UTF-8 General CI? see if problem still exist.

but on my startsite i get errors :(

so i was really angry over this UMLAUT problem and install my php fusion new. I have all set of utf8 general ci in my database but problems again. My news subjects will be not save in corect format and so it shows of my page wrong. Im at end atm and dont konw hwat i can do.

i guess somwhere is a error
