adding new panel failing

Hello im trying to add a new panel to my website wich has to include a picture thats going to function as a link, but i cant see to make it work, ive tried just putting this in
<a href="html-image-hyperlink.php"><img src="http://www.hyperlinkcode.com/images/sample-image.jpg" title="Describe Image Link Destination" width="300" height="200" /></a>
ofc. a modified version of it so it shows the picture and the link i want, the actual code i use work, its just the panel function just gives me an error when trying to add it, what am i missing here?

Replace all " with ' or open, close your echo lines with ' instead of "
