auto_prepend_file in htaccess

I want to include a small menu (top of page) with every page-call on my domain, so I have this extra line below in my .htaccess file (.htaccess file from v9 stable). But, i get an internal server error (+500 server error) when I access my domain. What can be wrong?

php_value auto_prepend_file "/header.php"

If your host have mod_userdir enabled it will not allow php values by .htaccess. Thus throwing a 500. We have the same in our environments as well.

If you're using directadmin and have custombuild you can try to set the option htscanner.

I only have cpanel with my host. For now the only alternative will be to put Fusion (and all other scripts) in their own sub dir and run another index file first. Not what I want but my knowledge does not allow for more. Thanks.
