Hey. I just set up everything, CHOMD it all and when I go to setup.php I get this

Are you sure that it is a full package you are trying to install and not just an upgrade or update by mistake?

it's not there. Neither Apache nor PHP is making errors up, so you really didn't upload something.

Found it there:
http://www.collier.just-shout.com/php-files/setup.php
Seems your English locale is not included (whatever language you use the English locale has to stay on the server)
Try to upload all files within the php-files directory to your root
(not the php-files directory) to have http://www.collier.just-shout.com/setup.php instead, otherwise your main pages will be on http://www.collier.just-shout.com/php-files/xxx.php also...;)
