Their decisions are based on many factors not just the site and its content, your credit comes into play a bit, your standing with other ad services too, might want to contact them and ask for a clarification?

I opened a site with barely anything on it (yet) and they accepted me.. so its hard to tell how they decide, i think you should send them an email about your situation.

I haven't applied for these yet, but...

1. Do you have enough content? I am not sure how much is enough, but they want a certain amount.

2. Are you using the appropriate keywords? Perhaps they have too many sites with your keywords.

3. Is your content original?

There really are alot of reasons why they reject people...

Lack of unique relevant content = bad rankings
Incomplete non functional site = no go
Hacking site = big no no
Warez site = big no no
Cheating the ad system = big no no
No credit = cant pay you electronicly
No market = not a unique site, hard to get ad placers interested in it
Errors = anything that buries you in searches, they dont like
Make sure you keywords and meta tags are good too.

The list goes on... and on...

Kinda odd that 2 ad places would reject you though, are you sure its the site? or are they rejecting your application to do business with them?

Should ask them directly to explain what the deal is (its what i'd do) just contact customer service, they owe you at least a clear response to "why" they said no.

You should apply again, maybe you got a really picky reviewer who rejected the site, but the next time around you might get someone more reasonable reviewing it who will accept it.

Good luck with it anyway and dont give up, if they dont like something have them point it out so you can maybe change it. B)

May I just add that according to what I heard, it is better to wait and spend more time making your site polished and useful, as well as increasing the amount of quality content, because it is much easier to get accepted the first time than to get rejected and then get through reapplication process.
