Try 110mb.com.

You have to submit proof of id in order to have mail functions enabled, and it can take some time, though

Yes. I actually have made a php-fusion host there. But send mail was failed. What do you mean by

At 110mb.com, when you open an account there, sendmail() and smtp is disabled by default, because of the abusers.

All you have to do is submit proof of id to them (scan of you id card and a letter from a bank with your address, for instance) and they will enable them for your account.

It will have to wait for some days untill they enable them, as this is a manual operation.
