I have included a screenshot of my problem, as you can see there is no "PLUBIC" tab to select forum postability for guests. Please somebody look at this and give me feedback please....... :|

It seems that you have modded your site a bit, have you by a chance modified your maincore.php file at all?

Yes I would start by uploading the maincore.php, it is very difficult to provide assistance when we do not know what major changes to the code you have made.
