How can I add image or a video in welcome panel?
you need to include some more info.. eg.. Your site url, what files are you trying to add, and have you already tried to code anything already?

First tell me please, how can I add an image right there on the welcome panel. I want also to add video right on the welcome panel.. So, tell me plz, how is that possible?

System Admin > Main Settings > Site introduction
You can add standard html here but don't use " - use ' in the code e.g. img src='pic1.gif'
