Undefined index errors following upgrade

Upgrading from: 6_01_19
Upgrading to: 7_00_07
Mods: all defused and/or removed
PHP: 5.2.11
MySQL: 5.1.43-log
Searched: Yes -- undefined index global
Test account: No
Followed the upgrade instructions; DB upgrade reported completed (all 4 steps). Now flooded with error notices, mostly similar to:
Notice: Undefined index: global_190 in /xxxxx/xxxxx/xxxxx/themes/templates/panels.php on line 105
i.e. vast majority refer to global_x, one or two refer to xml_lang
I suspect there is not a lot wrong but I don't know where to look for the solution.

This seems to be down to the db upgrade failing (despite each of the four stages being reported as successfully completed). I did a trial run earlier on my v6 test site without problems, so I don't know what caused it. What a pain.

I've altered the error reporting in maincore.php to:
error_reporting(E_ALL ^ E_Notice);
to see what difference that made. No discernible difference is the answer. It looks as though virtually every fusion file is throwing up an error notice. For instance, the only error free panels on the home page are three which include external files. All the standard panels in the infusions folder (shoutbox, navigation etc.) generate error notices.

Yes I uploaded all the files in the downloaded 7_00_07 folder. Also, I re-uploaded them in case any had been corrupted in the original transfer. Still getting those error notices.
I have a clean v7_00_05 site working fine in a subfolder, so the problem can't be due to anything in the host server setup.
