When you download PHPFusion is the config.php file sopposed to be empty, or do i have to wait for my hosting account to fill it in?

It must be chmodded correctly, then the setup.php will write the data to it.

Do i have to CHMOD it before u upload it into FTP? OR can still do it. Because it's already uploaded.

Chmod is only done after files at transferred to server. It cannot be done before that.

I am not familiar with SmartFTP. I use FTP Pro.

How To CHMOD file/folder(s)
1. To change a file's permissions, left-click on the file or directory to highlight it.
2. Right-click on the file and a pop-up menu appears. Choose "CHMOD" and type in the number manually (ex: 444) or use the check boxes.
3. You can also enable the "Command Line" window, which will allow you to send raw commands directly to the server.
4. To find the "Command Line" select View > Toolbars > Command Line from the SmartFTP menu. The "Command Line" when enabled, will be viewable under the "Log View" window.

I use SmartFTP.
1. Right click on the file you want to CHMOD
2. Click properties
3. Change the CHMOD there.

This is what happens. When i right click there is no CHMOD button.. Look at the image below. When i clikc properties it says nothing about CHMODDING, so im confused...

btw .. ithink better u remove ur image before ur server got ftp brute force later

Right click on config.php, then click on Properties / CHMOD
You will then see this:
In the little box next to Permissions, you can just type in whatever chmod number you need. Then click OK. Done.

As far as I can remember config.php should be 777, looks like it already is in that image you've posted. As for the first picture, what you need to put in those spaces is your database name, database username etc, basically what it's asking you to put in there. You should be able to see what these are in your control panel (of your host)

Make sure you've CHMODDED all the correct folders AND files:
In most cases you will need to CHMOD the following files & folders to 777:
* administration/db_backups/
* images/
* images/imagelist.js <----------- IS A FILE!!
* images/articles/
* images/avatars/
* images/news/
* images/news_cats/
* images/photoalbum/
* images/photoalbum/submissions/
* forum/attachments/
* config.php <----------- IS A FILE !!
If running the site at your Windows based PC you can probably ignore this error since you've probably have Admin rights on your own PC...
