Hi,

Is it PHPFusion V7.02.04?

If so upgrade to PHPFusion 7.02.05 as that fixes a known panels bug. ;)

You need to select display panel on all pages even if you are including on a page as well. It wont display on all pages only the page your including it on but you must select on all pages anyway for it to work.
