I would like to add specific permissions to specific group on my homepage,
is this possible.

i would like to add "forum admin" permission to a specific group.
so they can lock, move threads.

i dont want to add admins 1 by 1, i want to use a group, if your a member of that group he will reseave that permissions, and if i remove the guy from the group, he will lose the permissions.

You can give access to moderate any forum to a group containing simple users with no special access on your site at all.
Just go to Admin Panel > Content Admin > Forum > click Edit on the forum you want to add access to > at the bottom under Forum Moderators > click the user group you want and you are done.

In the image below all the users within Test user group will have the rights to moderate a given forum.
