Admin download.php page not working

Hi All,
i've a problem related to download.php. I'm running in Windows using XAMPP, it's OK. but running in red hat , only download.php got problem. The page is loading but only the frame table, shows below. Please help me ..

Id guess that you have a configuration issue on your server or a corrupt upload.
Try to download and upload the files again if that does not help we will need more information.
