Displaying forums contents before login in

Hi ,
I have noticed "There are no Forums defined." under Discussion Forum if not logged in as a member. In fact I have some test forums already on my installation of PHPFusion.
Is this is a normal behavior , do I have to make some modification in order to let not logged in users to see what forums are already running ( may be just displaying forums topics before log in , but require them to log in to read and respond)?

Forum reply form and buttons are only accessible to members, but they should be visible to all and even bots. Please check your forum access settings.
