v7 Panel content styling

Hi! I hope someone can help me here.
I have created a new panel with custom contents. I was able to get the panel to work but the problem is, the style which was defined in the theme's CSS doesn't work.
Here's the content of the the panel:
echo "<table cellpadding='0' cellspacing='0' width='100%'><tr>
<td class='td1'>ADVISORY:</td><td class='scroll td-2'>
<p ><i><span style='color: red; font-weight: bold;'>[11/15/2016]</span>
</i> This is a test. Again, this is a test. Thank you!</p</td>

After a couple of browser refresh the code worked.
