Okay here it goes!

I got all the files uploaded to my server, get a new page open and type in http://mysite.com/files/setup.php, btw I am using godaddy as my hosting.

First step easy, Second step everything passes

Third step, I put in all the correct info, and then 4th step I get this!?

I have searched all over google for the past 2.5 hours to try and find out if anyone else has had this issue. Maybe its just me, tired, but I cannot find the solution for this issue.

Need help!! Thank you in advance!

update...I deleted and reuploaded new files folder. I am still getting the same thing. Giving me an error on lines 164 and 165 of setup.php!

Here is what it is saying.

Warning: fopen(config.php) [function.fopen]: failed to open stream: Permission denied in D:\Hosting\4594042\html\files\setup.php on line 164

Warning: fwrite(): supplied argument is not a valid stream resource in D:\Hosting\4594042\html\files\setup.php on line 165

Database connection established.

Error: Unable to write config file.
Please ensure config.php is writable.

config.php is set to chmod 777..and still getting the warnings.
