Can't access Forums in Admin Panel

It could be that I'm doing something wrong but I can't access the forums through the admin panel and have no idea how I'm supposed to create my forums? Whenever I go to Admin Panel - Forums it comes up with the link appears to be broken error message. I can't think what it is that I'm doing wrong, I've tried re-uploading the Administration folder and the forums folder and it still says the same thing. Is it possible that I have set up a permission incorrectly or not done something that I should have? I really like PHPFusion and would like to use it for my main site after I'm done testing it so any help would be much appreciated :)
