I don't know what could've possibly happened. I have a new site on a sub-domain of my other phpfusion site, and the avatars there work fine, but on my new site, when you upload an avatar it says it was successful but the avatars do not upload.

yes, i chmodded everything correctly

If it is a fresh install then go to the profile and see if you can see the avatar cause the basic User_Info doesn't show your avatars.
