OK, maybe I am having the same problem. Even though I am logged in as superadmin, immediately after uploading a new file from the admin interface, all the files are visible. But if I leave that page (administration/downloads.php) and come back, then I am unable to see a list of any files that are in a category that is not public.

Actually, I did click on the categories, with no response. I was using ff, I didn't try it with a different browser.
