How to force new user to read Terms of Agreement?

I have two questions. Number one is how can I force new user when they are registering to actually look at the Terms of Agreement (I know I can't force them to actually read them) and then acknowledge they have read them?

Question number two, for the Location field, I would like it to say Street Address and make it a required field. My website is a closed website and is meant strictly for my Neighborhood Association. By entering the Street Address I will be able to better verify they are a resident of the area, not some interloper. :|
