URLs in System Admin's Site Link change on their own

When I go into the Admin Panel/System Admin/Site Links and try to do a minor edit, like changing the access level, I will for a couple seconds see the URL of the link, then it gets changed to the word "administrator". I have php-Fusion installed in two domains. It works just fine in one, and then it does this flakey thing in the other.

So far with playing games I have not been able to figure out why this URL line keeps getting changed. It makes no difference which link I try an edit in, it happens. Everything else seems to be working fine, just the URL to "administrator" issue. Does anyone have any idea what is happening here? :(
