Super Admin

From your database editor, phpmyadmin or similar,You must edit it manually and change the ID. Beware, all your related forum posts in that forum need to be changed to belong to the new forum ID as well.
Every time a forum is created you have an internal counter that increment it´s ID so if you delete all forums created and make a new one it will still get the ID of the amount of forums totally created automatically.
