From my experience I don´t know anything about PHP 7 vs PHPFusion 7, it is not something with a very high priority atm, simply don´t use PHP 7 and go with a PHP version that works with PHPFusion 7.

I can´t say why WP decided to have that there, but in general this is a very good thread. http://stackoverflow.com/questions/766809/whats-the-difference-between-utf8-general-ci-and-utf8-unicode-ci with reflections on it and quite a few developers seems to agree that utf8_unicode_ci is best in most cases with little excuses to have utf8mb4, also it will beefup the mysql requirements by a lot, I think it is good if we can keep a low requirement for now.
