It is allowed but the Copyrights still need to be respected. You can never remove them in the headers nor in the visal footer due to AGPL.
Personally I don´t know why anyone would do such things, it would be so much better for everyone if people contributed to the system that exist with their ideas and work.

It is really up to anyone what to do. But if I gave it some thought id think, if it is just one small mod, why not release the mod officially instead of the whole system from your own local site where very few will find it. Eithercase, as long as the Copyrights are respected anyone can do what they want.

in the MODERATOR MOD the permissions are different to the normal systen. no infusion will correcttly work with this

it is based on 7.02.07 and the moderator mod is not the only one.
the site would be german because i´m german but the download include english and german locale.

it is currently local in test

You are not allowed to alter PHPFusion copyrights, but you are free to add a line thats states that you are using a mod. It is still PHPFusion tho.

there is a php-fusion mod named pimped-fusion. in the footer are powered by pimped-fusion and powered by php-fusion
