Globale and one word locale

The current concept of one word and global locales does not work for Dutch language.
The word no, means nee in dutch. For the question "are you smoking?" answer is "no" or "nee" in Dutch.
But for status: There are no private messages, is translated as: "er zijn nee prive berichten", but this is wrong, it should be: "er zijn geen prive berichten.
So the English "no" can be translated as "nee" or as "geen".
For the English No There are two translations possible is Dutch: nee or geen.
But the language files has only one option for it.
