When I try to register a new test account (filled out all required field) and do not meet the requirements some error messages are thrown.
For example your password is too short. (minimum 8 characters)

Ok lets try a password with 8 characters. Now the registration fails because of error message: E-mail address is al ready used by another user.

There is no database entry, so I guess it must be set in a cookie or session.

How to fix this?

You have 3 places only. users, new_users and perhaps site_email but from the back of my head it is not checked on registration, new_users not verified for a certain time should be auto deleted so it might have gone that long when you checked.
