Forums not visible for guests

Maybe a stupid question, but cannot find a setting for forums visibility. I can see forums only after login.

Edit button on added forum opens this. Not categories. ( Content Administration > Forums )

It was not so obvious, I guess. I expected this setting during create forum process.
