German Translation & Minor fixes.

A German language fileset is now availale for download courtesy of Guenther Fuchs (PowerFox), It covers everything except the installation script which will be available as soon as I recieve it smile I've also released a small update zip (v304-fixes) which resolves a few problems with lostpassword.php and the Admin Panel's View Web Link submission page.
