If you ban a user, then delete them does the ban stay in effect, or can they register again with the same name and email

Banning only locks the account, keeping the credentials in your database (email, username).

Deleting the user removes the credentials allowing for a re-register under the same username and email.

I recommend in this situation to only ban.

But if he is a spammer - better to kill him - and all his posts and comments will disappear with him.

Well I have implemented the secure question on one of my sites. Will see how that helps.

What actually happens when you blacklist an IP and Email? Can they still get into the site even when you delete them.

BL email - can login, can't register anymore.
BL IP - can't do anything.

Don't try to ban all them proxy, they have thousands of them.
