changing web hosts

I just moved my site to a new host, and it doesn't seem to be working. I copied the databases, and put the new values in the config.php file, but the site is coming up with lots of weird errors. Maintenance mode comes up when you access the site, and if you login, stuff is all weird. I was not in the middle of upgrading versions of PHP either.

Version of PHP: tried 5.3, didn't work at all. Site is weird in PHP 4

Forum doesn't work at all, and maintenance mode appears to be active.
