Something odd with the user groups.

When you're the admin of the site you can click on a users name and at the bottom it has a drop down list of groups that you can add that user to.
On my site it's not showing some of the user groups. I run about 5 sites on the same database using the same user, user groups prefix.
I haven't had this problem before.
Any suggestions?
I can add the users to the groups if I go into the admin panel itself, but I shouldn't have to do that.
