I have this question. Becouse i went upload PHPFusion 7 (CMS) to my download on my site. URL to my site is http://ieffect.pl/ . I'm from Poland, so i don't know good english. Please answer on my questions. Becouse i don't know do it is legal.

It is legal, just not recommended as the core download and associated files are constantly updated. Especially, if there were a security release and you weren't aware of it, your site visitors would be downloading an out of date package which could cause them problems.
It's far safer and better for all that the downloads are managed from here. You would be better off just adding a download as a link to either the download page here or directly to sourceforge.
