To make the forum work, you need to go to your adminpanel - > Conten admin.

Find the "Discusion Forum" ikon.

From there, make a forumcategorie or two, and make some forum under each categories.

Hope this brief answer helps my friend. :)

There's no button to toggle PM's on or off. So it'll need some code modifications to accomplish that.
Try a search, and see what you come up with.

May I ask why you want to set Private Messages to off?

By the way you can set the Defaults for PM's to on or off here: Admin Panel --> System Admin --> Main Settings --> Private Messages ( see the "Default values for user options" ). But the users can after this change it as they like.

Yes, default values for "save sent PM" and "email notifications" that is.

There are some requests for an option to toggle the PM system on/off, maybe it should be implemented in the core?
