Watch out for UTF-8 conversion...
You also need to MOD your site (on top of having ALL files of your locale saved as UTF-8 without B.O.M.).
The Noam did it, and released the MOD, read this first:

It does work, I converted http://www.informatiqueconseil.com and http://www.corpfrance.com/7extra to UTF-8 successfully. These sites parse UTF-8 R.S.S. and now no more strange signs with accents, etc.

P.S. I don't see any locales in Chinese here, I'm afraid you'd have to translate everything by yourself...
I made a good part of the French translation and I'm sorry to say it takes a certain time to perform...
