Please note that SourceForge has announced a downtime of the SVN server for a period lasting at most 12 hours starting 17.00 PST 30 July (which is 1.00 AM CET 31 July, taking daylight saving time into account).
Until the period of 12 hours has passed there is no need to report any issues with the SVN to the site administrators.
UPDATE: SVN is back as of 12.05 PM CET 31 July, taking daylight saving time into account).
Quoting from the SourceForge announcement: SUBVERSION/VIEWVC DOWNTIME
Subversion service and its accompanying web viewer, ViewVC, will be offline
on 2008-07-30 from 17:00 Pacific for not more than 12 hours to permit a
rebuild of the storage used by the service, followed by further performance
tuning.
This downtime was scheduled based on the result of analysis completed at
end-of-day on 2008-07-29. Our goal in expediting this downtime is to
provide the fastest possible resolution to the pending Subversion
performance problems.
